The Standard Control Process for PCBA Scrap in a BOI Company

  1. Internal Segregation & Storage: PCBA scrap must be segregated from general waste and other non-hazardous scrap (like plastic housings, packaging). It should be stored in a designated, secure area.
  2. Quantification & Weighing: The scrap is carefully weighed, and details are recorded. It may be bundled or palletized.
  3. BOI Inspector Notification: The company informs the assigned BOI Scrap Inspector of the available lot.
  4. Tender/Bidding Process: The BOI Inspector often oversees or validates a transparent bidding process among CEA-approved recyclers/buyers.
  5. Sale to Approved Buyer: The scrap is sold to the winning bidder, who must provide documentation proving their license to handle e-waste.
  6. Pre-Shipment Inspection & Documentation: Before the scrap leaves the factory, the BOI Inspector verifies the weight, type, and destination. They will ensure:
    • A valid Commercial Invoice
    • A valid Bill of Lading/Air Waybill
    • Waste Movement License from the CEA (for local transport to a processor)
    • For export, proof that the receiving country and facility are authorized under the Basel Convention (Prior Informed Consent procedure).
  7. Final Release: Only after document verification does the BOI Inspector authorize the release of the scrap from the BOI premises.

Major Process to handle

  1. Treat PCBA Scrap as Hazardous, Controlled Inventory: Don’t view it as simple trash. Have clear internal Standard Operating Procedures (SOPs).
  2. Build a Relationship with your BOI Scrap Inspector: Proactive communication is key. Understand their requirements upfront.
  3. Work Only with Licensed Vendors: Maintain a pre-approved list of CEA-licensed e-waste recyclers. Never sell to unauthorized kabadiya (informal collectors).
  4. Maintain Impeccable Records: Keep logs of scrap generation, internal transfers, weights, and all correspondence with buyers and the BOI Inspector.
  5. Consider Data Destruction: For boards with memory, implement a secure data wiping or physical destruction (degaussing, crushing) protocol before the board leaves the production floor as scrap.
