What are the criteria for “Thailand Industrial Standard” (TIS) product certification?

Criteria for Product Certification

1. Objectives

 The Industrial Product Standards Council (IPSC) has revised the criteria for product certification with a view to:

Operating the certification in an appropriate, clear, transparent and non-discriminatory manner.

Complying with the international certification system and to keep pace with the industrial development.

Complying with the policy of Ministry of Industry in enhancing the industrial capacity and increasing the responsibility of the industry for their enterprises, their society and their consumers.

Reducing the supervisory role of the government and change it to the monitoring role.

2. Principle

  • Product certification of the Thai Industrial Standards Institute (TISI) is based on two technical criteria:

  1. The products are in conformity with the applicable standards.

  2. Manufacturers have adequate quality control system to maintain the conformity of the products with the standards.

  • Product certification procedure of TISI consists of the following:

  1. Inspection before a license is granted

  2. Surveillance after a license is granted

3. Inspection before a license is granted

  • Inspection before a license is granted will be conducted as follows:

  1.    Assessment of the quality control system of the manufacturers

  2.    Evaluation of products

  • Assessment of the quality control system of the manufacturers: The quality control system of the manufacturers will be assessed according to the particular requirements for products certification and the general requirements for products quality control system as follows,

  1. Factory visit and/or assessment of documents showing the quality control process Quality control system of the manufacturer will be assessed by TISI competent officials during the factory visit. In the case of application to import products and factory visit is not practical, such assessment will be carried out on the documents showing the quality control process of the manufacturers. Factory visit at the factory abroad may be necessary if the quality control documents have proved to be inadequate.

  2.  Examination of the ISO 9000 certificates: Assessment of the quality control system will be exempted for the manufacturers who have been awarded ISO 9000 certificates. Quality management system certificate of the manufacturer for such product or product group will be considered provided that such certificate is issued by the certification body which complies with the following requirements,

  •  The ISO 9000 certification body which has been accredited by the Office of the National Accreditation Council (ONAC) of Thailand, or

  •  The ISO 9000 certification body which has been approved by the Industrial Product Standards Council.

However, TISI may conduct additional assessment on the items where the certified quality management system of the manufacturer differ from the particular requirements for products certification and the general requirements for products quality control system or is not complete.

  • Evaluation of products: TISI will evaluate the product against the applicable Thai Industrial Standard (TIS) and the relevant particular requirements for products certification by the one or more of the following procedures,

  1. Taking sample to be tested by designated laboratory Sample of product taken by TISI competent officials will be tested by designated laboratory, or laboratory accredited under the scope relevant to such product or product group by Thai Laboratory Accreditation Scheme (TLAS) or laboratory accreditation body which has been approved by the Industrial Product Standards Council.

  2. Taking sample to be tested at the factory by the factory's staff under supervision of the competent officials Sample of product will be taken and tested at the factory by the factory's staffs under supervision of TISI competent officials where the factory's laboratory is considered to be completely equipped with specified testing equipment and to have competent personnel.

  3. Examination of test report Product sampling for testing will be exempted for the manufacturer whose product testing has been carried out by laboratory which has been approved by the Industrial Product Standards Council. Test report issued by such laboratory will be considered. However,TISI may take sample for additional testing on the items where the test report differs from the applicable standard and the particular requirements for products certification or is not complete.

4. Surveillance after a License is Granted

Surveillance will be carried out to ensure that the certified products continue to conform to the applicable standards and that the manufacturer is still capable of maintaining the quality of the certified product. Surveillance scheme consists of,

  • Routine surveillance: Surveillance will be carried out by the one or both of the following, as the case may be,

  1. Surveillance of the quality control system

  2. Surveillance of the quality of certified products

The frequency for carrying out surveillance will be set according to the licensee's consistency of the quality control system and previous surveillance. However, it may be adjusted to be more frequent in case where non-compliances were identified in previous surveillance or there appears a reason to believe that the factory is not capable of maintaining the conformity of the product with the standard or when complaints having been received by TISI, and may be adjusted to be less frequent if the surveillance report shows the licensee's capability of maintaining the conformity of the product with the standard.

  • Surveillance of the quality control system: The on-site surveillance of quality control system by TISI competent officials will be carried out regularly to ensure that the licensee still maintains the capacity to control the product's conformance. However, the licensee may or may not be informed in advance.

 

  • Surveillance of quality of certified product: Surveillance will be carried out by the one or more of the following procedures where appropriate;

  1. Taking sample from the factory to be tested by designated laboratory: Sample of product taken from the factory by TISI competent officials will be tested by designated laboratory, or laboratory accredited under the scope relevant to such product or product group by Thai Laboratory Accreditation Scheme (TLAS) or laboratory accreditation body which has been approved by the Industrial Product Standards Council.

  2. Taking sample to be tested at the factory: Sample of product will be taken and tested at the factory by the factory's staffs under supervision of TISI competent officials where the factory's laboratory is considered to be completely equipped with specified testing equipment and to have competent personnel.

  3. Taking sample from sale premises to be tested by designated laboratory: Sample of certified product taken from sale premises will be tested by designated laboratory to ensure the conformity with the standard.

  4. Taking sample from each import to be tested by designated laboratory: In the case of imported product where on-site surveillance of quality control system is not practical, sample of product will be taken from each import to be tested by designated laboratory.

  • Monitoring: The premises of the manufacturer and the importer as well as sale premises will be monitored without being informed in advance to ensure the manufacture and sale of products which conform to the standard, and to prevent the misuse or inappropriate use of standards mark as well as any activities which violate the Industrial Product Standards Act B.E. 2511 and its amendments.
